Women-owned businesses are defined as small business concerns in which at least 51 percent is owned by women who are United States citizens and who also control and operate the business.
The Office of Government Contracting works to create an environment for maximum participation by woman-owned businesses in federal government contract awards and large prime subcontract awards. In May 1979, Executive Order 12138 directed Government agencies to take appropriate action to facilitate, preserve, and strengthen women-owned businesses and to ensure full participation by women in government contracting opportunities. There are currently no set-aside preferences; however, agencies are required to award 5 percent of their acquisition dollars to women-owned businesses. In 2011 The !!NEW!! SBA 8m Program for Women Owned Small Business is a top priority for the Obama Administration and SBA.
