The e-center is the Department of Energy's web site for information on doing business with the Department of Energy, including viewing current business opportunities, registering to submit proposals, and obtaining information and guidance on the acquisition and financial assistance award process.
The Department of Energy (DOE) obligates over $20 billion each fiscal year in contracts and financial assistance agreements. The purpose of this page is to provide interested parties with "one-stop shopping" for information on business and financial assistance opportunities, including points of contact at the Department's contracting activities at Headquarters and in the field. Assistance is provided regarding Federal regulatory and internal
Department of Energy's acquisition policies, contact information for each DOE
Procurement Director at Headquarters and the field, and possible subcontracting
opportunities, as well as information on perspective financial assistance
recipients of DOE financial assistance awards. The Office of Small and Disadvantaged Business
Utilization (OSDBU) is charged with developing, implementing, executing, and
managing the small business programs for the DOE; monitoring and reporting
performance by the Department in meeting its goals relating to those programs;
and representing the Department on matters affecting small and disadvantaged
businesses. I am directing all DOE program offices to work with the OSDBU and
with the Office of Procurement and Assistance Management through the Advanced
Planning Acquisition Team process, to identify prime contracting opportunities
for small businesses. These small businesses include small disadvantaged, 8(a),
women-owned, service-disabled veteran-owned, and Historically Underutilized
Business Zone (HUBZone) businesses. Where prime contracting opportunities do not
exist, DOE needs to leverage other tools, such as encouraging mentor protégé
relationships, and establishing aggressive, realistic sub-contracting goals for
prime contractors. I am firmly committed to the success of our small business
programs, and I encourage your support for them.
