The TACOM Life Cycle Management Command (LCMC)
unites all of the organizations that focus on soldier and ground systems
throughout the entire life cycle.
The U.S. Army TACOM Life Cycle Management Command (LCMC) buys a huge
array of spare parts to support our combat and tactical vehicle fleets.
Most of these parts have complete detailed technical data packages (TDP)
that allow competitive procurement from any competent source. Procuring
spares through full and open competition procurement actions is the
preferred method of the Competition in Contracting Act of 1984 (CICA).
However, TACOM LCMC also buys many parts for which little or no
technical data is available to support procurement actions.
The procurement of these parts is restricted only to “approved" sources
that have demonstrated their ability to produce the parts. For
restricted parts, CICA requires buying activities like TACOM LCMC to
seek new sources and to give those interested sources opportunities to
demonstrate their capabilities to produce the parts. At TACOM LCMC-Warren,
the implementation of this CICA requirement is called the
Source Approval Program.
The TACOM LCMC consists of the TACOM Contracting Center, Integrated
Logistics Support Center, Program Executive Office Combat Support & Combat
Service Support, Program Executive Office Ground Combat Systems, Program
Executive Office Soldier, Joint Program Executive Office for Chemical and
Biological Defense, Program Executive Office Integration, U.S. Army Tank
Automotive Research, Development and Engineering Center, U.S. Army Armaments
Research, Development & Engineering Center, Natick Soldier Research,
Development & Engineering Center, and the Edgewood Chemical Biological
Center.

Data Packages

Frequently Asked Questions (FAQ) page. TACOM LCMC-Rock Island is
starting to link Technical Data Packages (TDPs) from the Open
Solicitation Page. The link is created on the National Stock
Number/TDPL column, and will take the browser to a listing of the
available drawings (in C4 format) and the Technical Data Package
Listing (TDPL) in PDF format. You must have the latest version of
the TDP ImageR software loaded on your personal
computer to view the images.
This software
is available for free by clicking here. The TDP can only be
viewed with Internet Explorer.
Distribution Codes that have an Export
Control Warning Notice are subject to export control laws, and
therefore, contractors must have a current DD 2345, Militarily
Critical Technical Data Agreement on file with DLIS in order to
obtain a copy of the TDP.

the TDP through the Download TDP link on the Solicitation
page. To obtain certification, go to

click on documents, and follow instructions provided. Processing
time is estimated at three working days after receipt. All
restricted technical data is available only through FBO-TDP ONLINE.
