The Defense Logistics Agency (DLA) continues
to implement the Business Systems
Modernization (BSM) Plan. The first
release occurred in the summer of 2002 and was also referred to as Concept
Demonstration. At that time it was operational for about five percent of the
items in the Federal Government commodity groups.
BSM is designed to replace the legacy
material management systems, which includes the procurement systems, with
commercial-off-the-shelf (COTS) systems at Defense Supply Center Richmond (DSCR),
Defense Supply Center Philadelphia (DSCP), and Defense Supply Center
Columbus (DSCC).
This change will incorporate world-class
business practices into the federal government procurement system by
focusing on supply chain management and building stronger business
relationships with customers and suppliers.
The Defense Logistics Agency (DLA) Business
Systems Modernization (BSM) is by far the most significant Information
Technology and reengineering project in the (DLA).
Once fully implemented,
it is expected to achieve the proven benefits of commercial-off-the-shelf
(COTS) software and reengineered business practices, resulting in better
service to the military.
